2-4 Green Lane appeal – Councillor update

The item below on The Planning Inspectorate decision has been provided by the Councillors from Worcester Park Ward in the London Borough of Sutton.

As you may have already heard, one of the two appeals has been allowed at 2-4 Green Lane, Worcester Park allowing the change of use of the building to a mosque.
Your Local Liberal Democrat Councillors and Sutton Council are particularly disappointed at the Planning Inspector’s decision, especially Councillor Arthur Hookway, who as the former Chair of the Worcester Park Residents Association has been involved in objecting to these planning applications on the grounds of traffic and parking problems since June 2012.

However disappointing, we are where we are, and the decision has been made by the Inspector to grant the four year temporary application. We must therefore move on and do our best as your elected representatives, to keep the impact of this decision to a minimum for the local community of Worcester Park.

The Schedule of conditions, included below, shows at least half of the Inspectorate’s conditions need approval from the local planning authority, and we will be actively working with Sutton Council’s Planning Department to see that all of the conditions in this Schedule are met.

Finally, we are fully aware that to a large number of Worcester Park residents, this will be an unpopular decision. We would however ask that all of our residents continue to respect and live in harmony with all of their neighbours, as they do now. Allow us to work with all stakeholders in this issue, including the owners of 2-4 Green Lane, on your behalf to achieve the best possible outcome.

Schedule of conditions

  1. The use hereby permitted shall be discontinued no later than four years from the date of this permission.
  2. The development hereby permitted shall be carried out in accordance with the following approved plans: A4 location plan (Plan B), proposed site plan ref KBC 05B, proposed ground floor plan ref KBC 01A, proposed first floor plan ref KBC 02A, proposed front and north-east elevations on drawing ref KBC 03A, proposed rear and south-west elevations on drawing ref KBC 04B.
  3. The use hereby permitted shall not take place outside 0500 to 2230 hours, except between 1 March and 1 September and during the period of Ramadan each year when the use may additionally take place between 0245 and 0500 hours and between 1030 and 0030 hours.
  4. The building shall not be occupied by more than 95 persons during the occasions of Salat-al-Jumu’ah prayers on Fridays, two occasions of Festival Eid prayers each year, and prayers on the first five and 26th nights of Ramadan. At all other times the building shall not be occupied by more than 40 persons. A register shall be maintained of the number of persons present in the building, which shall be made available to the local planning authority on request.
  5. The mosque shall not be brought into use until a travel plan, including a programme for its implementation, has been submitted to and approved in writing by the local planning authority. The travel plan shall be implemented in accordance with the approved programme.
  6. The mosque shall not be brought into use until a management plan, including a programme for its implementation, has been submitted to and approved in writing by the local planning authority. The management plan shall be implemented in accordance with the approved programme.
  7. Any external alterations shall match the materials, treatment and finishes used in the existing building.
  8. The mosque shall not be brought into use until refuse and recycling facilities have been provided in accordance with a scheme which has previously been submitted to and approved in writing by the local planning authority.
  9. No external lighting shall be installed other than in accordance with a scheme which has previously been submitted to and approved in writing by the local planning authority.
  10. The mosque shall not be brought into use until: a) an acoustic report on the use of the building has been submitted to and approved by the local planning authority, and b) any mitigation measures specified in the acoustic report have been implemented.
  11. No amplified sound equipment shall be used outside the building.
  12. The mosque shall not be brought into use until the first floor windows and the left hand ground floor window in the north-east elevation have been fitted with obscured glass, which shall be retained thereafter.

Neighbours reduce Sutton crime

According to the Worcester Park Safer Neighbourhood Team, overall crime has fallen in Sutton by more than 32% since 2005 and the public confidence in policing in Sutton is 74% compared to 67% for the Met as a whole.

Your local Police teams in Worcester Park and Nonsuch are convinced that the very healthy membership in Neighbourhood Watch across the borough is one of the reasons we can boast reduced crime figures and a high confidence level.

But we could do better still with YOUR help. Below is a list of roads that still have NO Neighbourhood Watch representation.

CTC launches new season with deputy mayor on Saturday

Sutton’s deputy mayor will saddle up to launch a cycle club’s annual season of rides this weekend.

Councillor Joyce Mellican will be starting the Cyclists’ Touring Club’s summer rides season from the Nonsuch Mansion Café from 2pm on Saturday, April 6.
